Make It possible to Abandon Cities

It would be nice to be able to abandon cities due to sometimes you start one and then find that the build was not needed or would pref a different resource set up.

1.  Yes Make it so, but they turn back into a build spot.
2.  Yes but let the city stay as a NPC city
3.  No due to making it possible would off set the game.
